Should Finland be marked on the map as "sometimes included"
Both the Middle East and Nordic ones do something similar.
Finland was considered a Baltic State for the first half of the 20th century(Culturally tied to Estonia, broke away from Russia, not Germanic) and the switch mostly occurred as a result of Cold War politics, the Baltic States were the 'illegally annexed' triplets and Finland got out of WW2 unannexed.
