1. Assemble list of storm articles to manage
2. Create user drafts for storms without articles
3. Create an essay on developing storm articles based on sitewide and project consensus
4. Collect information from available sources on- and off-site
5. Expand drafts to the best quality feasible
   1. C-class or finer drafts get published for others to work on; build from there to WP:FA quality
   2. Remaining drafts get shelved or merged
6. Merge short, low-potential, or less notable subarticles into their parents
7. Upload better quality images for listed articles and sections
8. Develop remaining listed articles to WP:FA quality
9. Maintain articles to meet FA critera
