- Hi @RachelTensions, thanks for the feedback. I believe the current fair use rationale already addresses the replaceability concern under WP:NFCC#1. No free image of Kamal Youcef-Toumi is available, and creating one would require access and permission that are not reasonably obtainable. The image is low-res, used only once in the article, and follows the minimal use requirement.
- Unless there's a specific point that needs adjustment, I believe the file meets the non-free content policy. Let me know what exactly needs to be improved.

- Honestly, this closure makes no sense. I did not discuss ANYTHING related to the Arab-Israeli conflict. My request is strictly about the article title for the USS Liberty, which clearly involves the US not the Arabs. Nothing in my request touches the broader conflict. - Yes, you didn't mention anything related to the Arab-Israeli conflict directly. However, the article is under the PIA restrictions. As the topic area is broadly interpreted, the discussion would appear to fall within the topic. I understand it feels like gatekeeping, but we have these restrictions in place in order to prevent disruption within the topic area, even if it means they have to be enforced against well meaning editors.
