I understand that you believe its notable; but as stated by the other editor, it barley mentions a background history, anything, just a simple mention of the OSBE, and some other things, it'd be nice if we could get some history, how he lived as a child, or some basic information to expand this article, our purpose as AFC reviewers is to make sure articles survive an WP:AFD, and I personally don't believe it will, that is my opinion, and why I am rejecting this, if possible find some more information. :)

Really, the article is just far too short as it is. Not much information can be gleaned from it. Try to beef it up a bit. How were the killings carried out? What was the reasoning for it? What impact did it have?

If you can't find any of that information anywhere, the event, although tragic, may not be notable enough for Wikipedia.
